Business Case and Strategy Development

Communio is experienced in developing robust business cases with accurate, evidence-based financial estimates and benefits identification, leading to quality project planning, reduced risk in project delivery and greater likelihood of benefits realisation.
Our consultants have substantial experience in managing multi stream, politically sensitive business case development projects with numerous stakeholders and broad variation in stakeholder opinion and requirements.
Communio was recently engaged by the Queensland Aboriginal and Islander Health Council to develop a business case to establish regional shared services hubs for Aboriginal Community-Controlled Health Services across the state. Communio took a transparent and collaborative approach involving extensive regional consultation to systematically identify and examine the business, technology, organisation, process and people elements that would impact the development of a shared services approach. Based on this, Communio developed a business case evaluating options for the provision of shared services, recommending preferred approaches, detailing the costs and financial and non-financial benefits of the preferred solutions and identifying a road map for implementation.
Communio also recently developed a Strategic Framework for Stroke Support Services on behalf of the National Stroke Foundation. To inform the strategy, Communio undertook an environmental scan to provide a clearer picture of the programs and services accessible to stroke survivors and programs and services relevant to chronic disease care. The environmental scan included a combination of document review and interviews with 30 stakeholders with expertise in chronic care or stroke. Communio also facilitated a national summit bringing together 65 stakeholders from across the country. The Strategic Framework documents the current situation, details the proposed model and identifies what actions are required for implementation.
Similarly, Communio recently developed a series of business cases for Smart Service Queensland, involving engagement with stakeholders across the Queensland Government to identify business needs, drivers, risks, dependencies, benefits and costs of proposed initiatives.
Procurement Support
Communio has substantial technical expertise which is well utilised in protecting client interests in developing Request for Tender documentation, evaluating vendor responses and conducting vendor contract negotiations for major project procurement and delivery.
Communio was recently engaged by the National Health Call Centre Network to evaluate Request for Tender responses to identify an appropriate provider of teletriage services. This work involved reviewing each response and providing written advice regarding the value, benefits, issues, resiliency and compliance of each response, as well as providing a gap analysis between responses.
Communio similarly worked on behalf of the Queensland Government to negotiate procurement, implementation and support of clinical decision support software and a service provider directory. This involved Communio acting as the client’s advocate to facilitate the negotiation process between senior officers in government, legal officers and the vendors, in line with Government Information Technology Contract terms and conditions.
Other recent procurement work of Communio includes:
* Leading the procurement and negotiation on behalf of EnergyAustralia with a vendor for the supply, implementation and ongoing support of call recording solution, in accordance with the probity and contract requirements of the NSW Government.
* Development of a Request for Tender for the NSW Electoral Commission to procure an outsourced call centre provider for the state-wide Local Government Elections.
* Provision of consulting advice and assistance in the development of a Request for Tender and provision of subject matter expertise on the Evaluation Panel for NSW Health to identify an outsourced provider of state-wide mental health telephone services.
